Speaking before the Political and Security Committee of the General Assembly in defense of the Acheson plan, Republican expert on international affairs John Foster Dulles, which was up for debate in the form of a resolution backed by Canada, France, the Philippines, Turkey, Uruguay and Great Britain, he presented with great vividness the arguments for the proposed structural reform of the United Nations. Essentially the change would give the Assembly the primary role in questions of security and reduce the Security Council to secondary importance. The Assembly could act quickly and would be able in a few hours' time to recommend the dispatch of armed forces of member states wherever the interests of the United Nations required them.
