The article discusses the political conditions prevailing in Korea and Spain. By a vote of forty-seven to five, with seven abstentions, the eight-power resolution was adopted, establishing machinery for carrying out the unification of Korea at the end of the "Second Korean War." It seems too bad in this atmosphere of twofold victory military victory on the Korean battlefield and diplomatic victory in the Political Committee to have to inject a note of sober analysis. A division is appearing between those who regard the U.N. chiefly as an instrument of conciliation and negotiation and those who think of it, especially since Korea, in terms of military sanctions.
