The article focuses on the directive issued by the National Production Authority, giving the Department of Defense and the Atomic Energy Commission first call on industrial production. This edict may serve to insure against delays in delivery of actual military material, but it does nothing to end the anarchic competition for scarce materials among producers of civilian goods. A thorough-going priority system will bring order out of chaos and prevent the growth of multiple bottlenecks. Consequently some kind of rationing system will have to be devised so that what is available may be fairly distributed.
