The article presents information on international politics. An alternative proposal for breaking the deadlock recently submitted to the Council by Israel offers a starting point for new discussions in the Assembly. Accepting the principle of the Curatorship Plan which has been laid before U.S. President Harry S. Truman with the indorsement of 285 distinguished Americans, the Israeli memorandum proposes a statute creating a UN authority of limited powers. Under this statute a United Nations representative or body would be appointed to supervise and maintain the Holy Places, guarantee free access, facilitate pilgrimages, adjudicate disputes among the religious communities with rights in the various shrines, and carry out other specific functions.
