This article describes the developments in the hydroelectric project at Roanoke Rapids, North Carolina. When the Virginia Electric and Power Co. (Vepco) applied to the U.S. Federal Power Commission (FPC) last fall for authority to construct a hydroelectric project at Roanoke Rapids, Virginia one of eleven dam sites selected by the federal government as part of its comprehensive plan to harness the Roanoke River, many people here dismissed the move as merely another skirmish in the private utilities war against public power. Two weeks ago however, the EPC's chief examiner ruled in Vepco's favor.
