Congressmen have their little joke, the House of Representatives has made a spectacle of itself, the demagogues have had their day and now one can calmly estimate the damage. It was generally understood in the U.S., of course, that when the House voted to make Irish unity a condition of further aid to Britain, it was, as several Congressmen subsequently explained, merely having a bit of good clean fun. There was virtually no chance that this amendment to the foreign-aid bill would survive the record vote, which was to follow.
