Budgets for arms continue to grow in perfect accord with the growing sentiment for peace. Arms race will not stop and new policies will not be initiated, until that sentiment finds effective political expression. It is the purpose of this special February 21, 1959 issue of the periodical "Nation," to focus attention on some of the formidable barriers to this translation. The issue is not concerned with the specific direction such a policy might take, many excellent proposals have been advanced and each week brings more. Nor is it concerned with arms sector of the economy per se. Essays published are all directed, from different viewpoints, toward clearing the ground for a politics of peace.
