This article focuses on the issue of city planning for some of the Negro-populated counties of Alabama. According to Charles J. Goimllion, president of the forty-year-old Tuskegee Civic Association, Alabama's legislative efforts to discourage, suppress and divide the Negro vote have resulted in alerting the Negro to the significance of the ballot box. This, combined with federal civil-rights legislation, will mean a larger turnout of Negro voters than ever before. However, the boom will be to the significance of the ballot box.
