There are 550,000 citizens of Puerto Rican birth or parentage living in New York City, and an estimated 150,000 of them are members of labor unions. The policy of a number of unions toward these members ranges from planned exploitation, often in cooperation with employers, to an unorganized neglect that leaves the workers in almost as poor conditions as those who are victimized by the racketeers. The fact that many of the Puerto Ricans cannot speak English makes it easier for the racketeers to exploit them and the merely indifferent unions to neglect them.
