The U.S. Sedition Act of 1917, was revived to indict editors John W. Powell and Julian Schuman in connection with their activities between 1950 and 1953 as editors of the magazine "China Monthly Review," published in Shanghai, China. Powell was editor and publisher of the periodical; Schuman was associate-editor. Schuman is charged in the indictment with conspiring with Powell in everything of which he is accused; no additional acts are charged against them. The indictment charges, in effect, that Powell published in his magazine certain statements, knowing them to be false, with the intent to interfere with the success of the armed forces of the U.S. and to promote the success of its enemies.
