A Plea for Puerto Rico

The undeniable economic fact that Puerto Rico cannot survive without a free market in the United States should not be used as a reason for thwarting the desire of both parties to liquidate Puerto Rico's colonial status. Puerto Rico today is facing three major tasks which it hopes to be able to accomplish in accordance with the democratic principles for which eighty thousand Puerto Ricans gave service in the war. These tasks are to improve the basic economic situation, to settle the island's future political status, and to consider who shall be its next governor, after Rexford Tugwell retires in July 1946.
