Storm Signals over South America

The article focuses on political unrest in South America. While superficially adhering to the Atlantic Charter and pretending to cooperate with the United Nations in crushing fascism in Europe, the South American dictators have maintained fascist-style totalitarian regimes at home. Argentina's recently established military govern merit is the most notorious example. Several years before the war started, however, dictator Getulio Vargas had set up in Brazil an Italian-style corporative state, which he calls the New State. Moreover, in the so-called democracy of the South American republics the democratic forces in the various countries are obliged to communicate with one another by means of "undergrounds" similar to those in the occupied countries of Europe.
