News photos in recent years have shown Philadelphia's police commissioner, Frank Rizzo, with a night stick dangling from his cummerbund. Frank Rizzo is considered as a big law and order man--and on that one issue he is expected to ride into City Hall within a few weeks as the new Mayor of the nation's fourth largest city. Philadelphia has a 3-to-2 Democratic registration edge and Rizzo is a Democrat; labor, which is strong in the city, gives him hearty support; the law and, order appeal scoops up racists, but it also attracts Whites and some Blacks--who just plain fear for their lives.
