The Case for Federal Welfare

Welfare programs are presumably intended to assist the poor, but federal welfare is being debated as if its sole purpose were to relieve the financial problems of states and localities. Although federal welfare is also in the interest of the people, their needs provide a sharper perspective on the design of a reformed program. In the argument that is now widely being made, federal welfare is seen as an alternative to the President's revenue sharing plan. In addition to loosening restrictions on the use of current federal subsidies, the President's plan would distribute $5 billion to states and localities for unrestricted use.
