The article focuses on the editorial published in the issue of the periodical "The Nation." U.S. President's popularity has reached an all-time low, he has suddenly decided to "go public" in a big way. Emerging from the seclusion he normally prefers, he has conducted monologues with the reporter, C.L. Sulzberger. It is no doubt true that bureaucrats, for a variety of motives, have leaked stories which have embarrassed the President or made it difficult for him to realize a particular intention. No doubt the traffic in leaks has grown as the bureaucracy has grown.
