Out of respect for Richard K. Mellon, who had for years been a director of the Pennsylvania Railroad, other board members attended his funeral in Pittsburgh, Pennsylvania on June 5, 1970. The members decided to hold a meeting. The purpose of the meeting was to sell everyone present on the idea that the Pennsylvania Railroad, or rather the Pennsylvania Central, as it became with the merger in 1968 should be given a $200 million loan under the Defense Production Act. The Defense Production Act, normally has been used to give loans to small businesses that are needed for defense work and can't float large enough loans through normal channels.
