By all the available evidence, U.S. President Richard Nixon will never inspire the nation to great deeds, nor formulate principles to excite the admiration of mankind. But if in these respects he falls short of at least some of his illustrious predecessors, in one particular he excels them all. Not one can approach him as a political conjurer. In this realm, so important to politicians, Nixon has proved himself with his "plan" for ending the Vietnamese War "honorably. The fact that it can mean anything the President wants it to mean is its cardinal virtue.
