The Governor of Florida is doing some worth-while things for his state. If that seems the natural role for a governor, it must be remembered that the Governor of Florida is Claude Roy Kirk Jr., a man who does things largely for his own benefit or for the hell of it. Kirk, who is now embroiled in a tough campaign for re-election, has made his administration a symbol of the foolish and the un- expected, and at times, as in the recent Manatee County school crisis, of the dangerous as well. Florida has a popular image, fostered by Kirk and legions of other boosters, as an upbeat, progressive state where people live in health and happiness.
