Soon after American troops moved into Cambodia, Senator Jacob Javits warned his Senate colleagues, "The constitutional powers of Congress will remain hypothetical unless we take appropriate steps now to exercise our authority." Proposals soon followed to prohibit the future use of American troops in Cambodia, to repeal the Gulf of Tonkin Resolution, and to require the withdrawal of all American troops from Indo-China by mid-1971. The first glimmers of Congressional restiveness were apparent in the summer of 1969. At that time, the U.S. Senate passed the National Commitments Resolution calling for Congressional approval of the commitment of troops and financial assistance to any foreign country.
