Over the past decade a series of seemingly unrelated mergers have, in effect, created a new entity in the market place, a group of giant regional railroad monopolies. Some rationalization of the sprawling U.S. railroad system is obviously necessary. Under these circumstances, the closest scrutiny should attend the audacious application of the Pennsylvania Railroad for public approval to merge with the New York Central. For the moment, consider the immediate consequences of such a merger. At present, the New York Central and the Pennsylvania are rivals. At more than 140 points on a thirteen state railroad map the two giants have to fight in the market place for the right to carry a customer's business.
