The article presents information on various developments. The belated decision of the U.S. to bring the Vietnam conflict before the United Nations Security Council did not add the new dimension which Washington had hoped would adorn and prolong the recent American peace offensive. Rather it showed that, except for its closest allies, the U.S. cannot mobilize support in the UN for its blind policy of stopping the aggression of Hanoi. The U.S. move to the UN was not only a propaganda exercise. The Administration is at the crossroads in its Vietnam policy and it would indeed welcome a shift from the battlefield to the conference table.
