When U.S. President Richard Nixon took office, one of his firmest resolutions was to avoid the rhetorical excesses of the Johnson administration, the soaring and pretentious language, the inflated claims, and the orchestrated publicity that led to expectations for programs which, in reality, simply could not be met. To a considerable extent, President Nixon has been successful in this effort. Yet he faces the problem in a different, and perhaps more serious form. The Nixon Administration has taken office at a time when the need for initiatives in the area of domestic, and especially urban, problems is acute. At the same time, it must cut the budget in order to combat inflation, and it must continue to finance the war in Vietnam.
