The article focuses on Australian diplomacy. In the continuing dispute between East and West Austria's vital need a peace treaty and the full restoration of its independence is only a secondary issue. Russia at the last minute turned down the West's invitation to attend another of the interminable Conferences of deputy foreign ministers on the Austrian problem. It is signified that good relations with Austria seemed worth cultivating from the Soviet point of view. Various controls were lifted. The Russians no longer required Austria to pay the costs of occupation, which had been a painful charge on its straitened treasury.
