The article focuses on Arturo Umberto Illia, a country doctor elevated to the presidency of Argentina. He enjoys the distinction of being the first Argentine president to be inaugurated in a plain business suit. He represents middle-class, specifically upper-middle-class interests. His first important action was to keep a campaign pledge to nullify the six-year-old contracts with eight U.S. oil companies. President Arturo Frondizi made the contracts personally, without legislative sanction. Corruption cannot be charged to the oil companies in the Frondizi case as they invested nearly $350 million in the wells.
