Encroaching Fishermen

The article focuses on the fishing by foreign fishing vessels in the traditional fishing areas of the U.S. which are outside its territorial waters. U.S. Senator Edward M. Kennedy expressed concern about the Soviet fishermen exploiting the international waters off New England and asked the U.S. State Department to file a strong, formal protest over it. No matter what bills are passed by the U.S. Congress, it is difficult to conceive of meaningful fisheries action on a single-country level. The problem is too international in scope.
