In the article, the author discusses the issues related to foreign aid in the U.S. The report by the Clay Committee reflects the emergence of a new mood in the American Establishment which could foreshadow significant shifts in foreign policy. While the report is concerned with the question of foreign aid, the basic policy implications are unmistakable. What the report foreshadows is a narrowing and consolidation of American interests with top priority for Central and South America. The concept of "fortress America" has been restyled as "fortress Americas."
