The fledgling Democratic reform movement in Illinois, which a year ago looked as though it might get off the ground, is dying of suffocation in the warm, fleshy, jovial embrace of Mayor Richard J. Daley of Chicago, Illinois. Cooptation is what it is called, and it is a game played extremely well by the Mayor and one of his chief tempters, history professor Richard C. Wade. Professor Wade does a splendid job of keeping independent-minded Democrats inside the party, preventing some campaigns from becoming too strongly anti-Daley and, where he can, avoiding Daley gaffes.
