The article focuses on a report issued by the U.S. Senate Foreign Relations subcommittee on Latin American Affairs. The report highlights a formal political and monetary relationship between the government's Agency for International Development and the American Federation of Labor-Congress of Industrial Organization sponsored American Institute for Free Labor Development (AIFLD), a body composed of leading representatives of the unions and of the American business community. The AIFLD has been an instrument to provide developments through a program of educational, social and political assistance to favored labor elements. However, the Senate report charges that such aid has often amounted to actual interference in the internal affairs of Latin American unions and governments.
