Joseph Mitchell is a field director of the Citizens Councils of America and his particular job is to introduce the extralegal governments of the councils to the racially peaceful precincts of Maryland and Virginia. In eight months he had managed to set up eight councils, four in Maryland, four in Virginia and none in the, District. With the exception of the Baltimore Council and the vibrant one in Prince Georges, they were weak and static-two or three bitter men meeting in a barbershop or in somebody's front room. The Prince Georges Citizens Council is at present the only authorized, only chartered, only legal citizens council in the county.
