The article focuses on policies of Chinese government and the issue of its inclusion in the United Nations. The U.S. policy as compared to Red China has long been based on two interrelated fictions, that China's armed forces general Chiang Kai-Shek's regime in Formosa is in fact and in law the government of China, and that the existing mainland regime is a merely hypothetical entity. The resulting logic of irrationality pictured the rejection of every move to admit China into the United Nations as a great victory for the U.S. But now that China has engaged in an act of overt and brutal aggression, the United Nations is powerless to act because the culprit is not subject to its writ. India, despite it's not so great relations with China, still insists that China should be admitted to the United Nations.
