This article focuses on the politics and government of the U.S. The U.S. President John F. Kennedy addressed the American people on the resumption of nuclear testing. It may be that the U.S. would have resumed testing in any case, but the fact remains that the Russians broke the gentleman's agreement which had lasted for three years, and broke it in a particularly unconscionable way. The decision of the President is considered wrong because in the name of security it chooses not the lesser evil, but the greater. It is wrong because neither world security nor American security is enhanced, but alike diminished. It is wrong also because it continues and exacerbates the arms race.
