The article presents the author's comments on the political condition of colonies of Portugal. This small and backward country had nine overseas territories as of 1951. Prime Minister and Dictator of Portugal Antonio de Oliveira Salazar has been taking a series of measures both to prevent the growth of nationalist movements and to suppress them ruthlessly when they do appear. The first preventive measure is in the field of education. The Portuguese government believes that education, if not properly guided, tends to corrupt the minds of Africans. Hence, it has not built a single university for the 13 million people of its nine colonies.
