While the concept of the separation of the economic functions of the distribution of resources and the production of resources is particular to this solution, and represents a new element of discussion, other concepts necessary to its implementation are already basic to the thinking behind one or more of the other proposed solutions. An Economic Security Plan shares with the Passive Accepters the recognition that hurried, makeshift attempts to bring about change would cause a deterioration in the present situation; it shares with the Utopian the vision of a better socioeconomic system, viewed as a totality, and the conviction that its attainment is a possibility, it shares with the sub-Utopians' the desire to bring about only those changes which are necessary at the time they are necessary.
