As the end of the Duvalier dictatorship approaches, there should be no illusions about the magnitude of the mess he will leave behind him. In a recent editorial, the journal "The Nation," suggested that Haiti is one Caribbean country where it may be necessary to improvise an international police force to step in on a strictly temporary basis, to maintain a degree of public order until the Haitians can bring a new government to power through constitutional means. There are several interesting aspects of the midnight shooting at the Guantanamo Naval Base of Ruben Lopez, an alleged Castro spy, by Captain Arthur J. Jackson.
