The article presents information on articles written by James E. McDonald, Walter Taylor, and Richard Harris. In the article, "Cities into Targets," McDonald, Senior Physicist at the Institute of Atmospheric Physics of the University of Arizona, warned that the Air Force policy of siting ICBM bases in a ring around cities would, in case of war, "turn cities into targets" for enemy attack. He stressed the danger to Tucson, Arizona, presented by ICBM launchers to be built upwind from the city, multiplying fallout hazards.
