The 'Arms-Control' Doctrine

Disarmament is still a professed goal of the U.S. foreign policy. The American strategists are progressing towards a policy of arms control, i.e., a permanent, regulated international military-deterrence system. This shift in aims has been apparent in a spate of publications, debates and forums which have come to public attention in 1960. The new doctrine evolves logically from the hard-headed, realistic thinking that produced, first, the theory of superior military strength and then, on its wreckage, the doctrine of massive deterrence. The hard-headed realists have come to the conviction that if they cannot have superiority in, arms, they ought, at least, to have equality.
