This article focuses on the Industrial Revolution during late 1960s in the U.S. concerning negligence towards economic and social conditions of poor working classes. The author reports that in 1969 the so-called neglected offspring of the heirs of the Industrial Revolution have became the attraction point for the U.S. government. The author reports the Harvard-MIT Joint Center for Urban Studies headed by Robert C. Wood, former Under Secretary of Housing and Urban Development, has assigned a "high priority" research program to research on the working poor. This study has found a condition for poor workers in having heavy tax burden, poor neighborhood services, that is, low social status, the a diminishing political status. It was reported that despite the sign of growing unrest among them, the working poor are still America's neglected class.
