The Carnegie Corporation, the Ford Foundation and the U.S. Office of Education have announced a joint project that will attempt to educate disadvantaged preschool children through daily hourlong television programs. One does not know whether to laugh or to cry. It is not that the Children's Television Workshop lacks worthy ends or will not be in competent hands. Actually the use of television to help youngsters instead of taking advantage of them is revolutionary in the U.S. television, which is predominantly commercial and exploitative.
