The Berkeley elementary system will be integrated, not just within the schools but within each classroom in the U.S., and on the bases of race, sex, academic achievement and economic status. To accomplish this, the school board will inaugurate a revolutionary two-way busing system never tried by any other community on more than a pilot basis. All children from kindergarten through sixth grade will share both the ghetto and the middle-class schools: classes from kindergarten through third grade will be conducted in the white "hilt schools", those from fourth through sixth grades will be held in the now segregated African American schools "on the flats."
