Revolt Against the Poor

This article focuses on the middle-class revolution against the poor in California, under the Governor Ronald Reagen. Two simultaneous actions in August 1967, brought the philosophy of the Reagen regime into clear focus. The ability of the middle-class to co-opt welfare programs was demonstrated during the first sixteen months of Medi-Cal plan. The Medi-Cal cutback affects 1.5 million persons, and its announcement came, perhaps significantly, the day after the Republican Party won control of the state Senate which, along with the Assembly, had been in Democratic hands for a decade.
