This article focuses on international relation. The magnanimous and sensible ceasefire agreement in Algeria is, it has been said, a victory for common sense. But it is not yet a victory. This bloody, tragic, hideous war has been dragging on for seven years and four months. The bitterness it has generated is beyond all calculation. The settlement has been delayed so long that it may rob the potential victory of its meaning, of its promise for freeing France to play a leading role in various affairs of Europe and the world. Not many states in the union pursue an independent foreign policy; the State of Maryland appears to be an outstanding exception. In the interest of international amity, U.S. President John F. Kennedy asked Maryland's Governor J. Millard Tawes to do what he could to eliminate discrimination along Route 40.
