The article focuses on the United States labor's foreign policy. The main tenets of organized labor's present foreign policy were established in the early days of the American Federation of Labor (AFL) under the leadership of Samuel Gompers. The major exception to the general truth of this proposition was the international outlook of the Congress of Industrial Organisation (CIO) unions that broke from the AFL in the 1930's. On the whole, the CIO tended to be less doctrinaire, more flexible, more willing to recognize that changes could be produced by indigenous social conditions, and were not always directed from Moscow, Soviet Union.
