This article discusses the Sino-Soviet disagreement dispute over political issues during the meeting of Soviet Central Committee in Moscow in June 1963. Chinese officials have produced their "Letter of 25 Points," concerning various capitalism and internationalism issues. A copy of this letter was delivered to every member of the Central Committee. In order not to complicate relationship between China and Russia, the Russians decided not to publish that letter. The July 5, 1963, conference opened to the accompaniment of quite violent demonstrations of anger on both sides. Russians have been charging their ally with anti-white racism, to which the Chinese reply with accusations of bourgeois nationalism.
