The author congratulates Mayor of New York John V. Lindsay on his stunning Victory. According to him, he is proud to have been one of Lindsay's supporters. But, he supposes he is fundamentally a typical citizen. He is never happy with the candidates he supports. They never seem to understand that they are supposed to confirm quite specific his reasons for supporting them. According to the author, Lindsay's top administration is now composed of two bureaucrats. There is a professional and organizational reality, which all career policemen have shared and continue to share, according to the author. Urban crisis have certainly led them to disagree more intensely with one another, and that in turn has led them to seek representation in each of the contending political movements of 1969.
