The article discusses some recent issues related to the United States. It is difficult to understand the encomiums, which are being showered on Henry Cabot Lodge as he prepares to leave his post as chief American negotiator in Paris, France. Lodge adhered to a completely sterile policy on Vietnam; it began in misconception and ended in failure. As envoy to the regime in Saigon, Vietnam, he declared that people were "doing here in 1966 what wasn't done against dictator Adolf Hitler in the Rhineland, Germany in 1936 or in Czechoslovakia in 1938. The recent report on crime of the National Commission on the Causes and Prevention of Violence was no doubt meant to shock, and it does, if present trends continue, it says, cities will be divided into "places of terror" and "fortresses."
