The article comments on the political conditions in the U.S. during early 1960's. The President has proposed a new tax cut. From this tax bill the overwhelming majority of taxpayers, those in the 20 percent bracket, will get such modest relief. The Republicans believe that the Democrats, possibly including the President, don't really lust for a tax cut at this time. If the bill fails and next spring brings a recession, the President will be in a position to cast the blame on the Republicans. The President, it is reported, is receiving conflicting advice from his Vietnam experts. None of this advice can even begin to get the U.S. out of the mess. The President suggests a venture in secret diplomacy, which can be useful in a delicate situation. The U.S. could make private overtures to the Red Chinese via Warsaw, proposing terms for a mutual hands-off policy in Vietnam.
