The article presents information on the U.S. government's action against air pollution. Air pollution earned its status as a national health threat only eight years ago, in 1955, when Congress authorized an air pollution control division in the government. In a grudging after thought, legislators limited its budget to $5 million a year. To quiet industry's fears of major government intervention, lawmakers have twice maintained this financial limit while extending the act. Only by invoking its charter to investigate general health problems has the Public Health Service been able to scrape together another $6 million to study a problem blamed for $11 billion in damages every year.
