Since the inauguration of the "Open Door" policy at the Berlin Conference of 1884, Washington has not missed an opportunity to send an emissary to referee a Congo contest. The Congolese Government hired the former aide to the late U.S. President John F. Kennedy along with a French lawyer named René Floriot to argue the Congo's case against the Belgian company. To most veteran Congo hands the line-up resembles a kangaroo court, with the Western powers calling all the shots. But the remarkable fact seems to be the unprecedented flexibility of the young President in the face of these pressures.
