The article comments on various political developments and issues related to the U.S. United States and Panama negotiations appear to have reached a stalemate on the issue of the dispute over the flying of flags in the Canal Zone. The five-nation Organization of American states investigation team is said to be in an agony of indecision and does not want to offend either party. The team apparently finds little support for the U.S. thesis that Panamanians were responsible for the recent disturbances, nor is it deeply impressed by the Panamanian charges of "aggression" leveled against the U.S. Direct negotiations have bogged down over the U.S. insistence that they will "discuss" treaty revisions but will not agree to renegotiate the treaty. To ease the tension, the newspapers in Panama have agreed to moderate the tone and tenor of their diatribes.
