This article presents information on a pre-election survey in New York on those contests which are of more than local interest and which are likely to affect national policy either immediately or in 1964. In cutting the state's districts from 43 to 41, as necessitated by the 1960 census, the Republicans managed to protect every one of their existing 21 "safe" seats while acquiring at least two more "safe" seats and very probably acquiring an additional two seats. That would shift the Congressional alignment from the present 22 Democrats and 21 Republicans to 25 Republicans and 16 Democrats.
